Budget Reconciliation Bill Signed by President Trump |

| The budget reconciliation bill – H.R. 1 – that President Donald Trump signed into law at the end of last week includes numerous provisions relevant to banks. These include: |
|
|
|
| - A revised cap on how much funding the Director of the CFPB can request from the Federal Reserve; previously capped since 2013 at an amount not to exceed 12 percent of the Fed’s total operating expenses, and which is now capped at 6.5% (In the PDF version of the bill, see Section 30001 on p. 55 of 330);
- The permanent extension of the Section 199A pass-through deduction rate of 20%, which is relevant for Subchapter S banks (See Section 70105 on p. 90 [and the replacement of the Dec. 31, 2025 sunset that previously appeared in 26 USC 199A(i)]);

| The FDIC has issued a new edition of Consumer Compliance Supervisory Highlights. The report summarizes the consumer compliance performance for FDIC-supervised banks in 2024 and provides an overview of consumer complaint trends. | According to the report, the most frequently cited violations were: |
|

|
| - failing to provide some of the required information under TILA/Reg Z,
- not making sure that flood insurance is in place at the time a loan secured by a building or mobile home located in a special flood hazard area is made, increased, extended, or renewed,
- failing to provide accurate disclosures of the costs of consumer accounts as required by TISA/Reg DD,
- not investigating allegations of electronic fund transfer errors as required by EFTA/Reg E, and
- failing to provide sufficient data for one or more of the required mortgage data fields under HMDA/Reg C.

Help for Texas Flood Victims |

| The Texas Bankers Foundation, which is affiliated with the Texas Bankers Association, is raising funds to help victims of the flooding along the Guadalupe River and surrounding communities. The Texas Bankers Foundation has made an initial $10,000 donation to the Community Foundation of the Texas Hill Country to help with disaster relief. |

FFIEC Publishes 2024 Data on Mortgage Lending |

| The FFIEC has published data on 2024 mortgage lending transactions reported under the Home Mortgage Disclosure Act. The data is drawn from 4,908 U.S. financial institutions. | As part of its announcement, the FFIEC also released several data products and filtering tools to download customized reports based on the updated data. |

| Included with today’s Bulletin is our current Bill Tracker. With the NC House and NC Senate currently holding nonvoting “skeleton” sessions, there is limited activity to report. Of note, the NC House has tentatively scheduled a vote for July 29 to attempt a veto override of House Bill 402, a bill that seeks to limit the powers of state agencies to issue rulemakings with multi-million dollar aggregate financial impacts on persons affected by the rules. The NC Senate has not yet calendared a vote on an attempted veto override. |

Also of note, the NC House and NC Senate have appointed legislators to serve on a conference committee to negotiate over differences in Senate Bill 595. You will recall that the House amended S 595 to include the highly controversial proposed changes from H 187 sought by certain credit unions. PB Financial Corporation Declares 3Q25 Dividend |

| Ted E. Whitehurst, President and CEO of PB Financial Corporation (OTCQX: PBNC), the holding company for Providence Bank, announced today that the Board of Directors approved a quarterly cash dividend of $0.59 per share on common stock outstanding to shareholders of record at the close of business on August 1, 2025. The dividend is payable August 22, 2025. |

| This dividend is an increase of approximately 9.26% from the dividend paid during the 3rd quarter of 2024. This represents a $2.36 per share dividend on an annualized basis and a dividend yield of approximately 4.72% (based on closing price of July 8, 2025 of $50.00 per share). |

| Whitehurst commented, “This represents our 55th consecutive quarterly cash dividend.
